After allegedly running over the female victim with his automobile, Jean is accused of backing up and intentionally running her over a second time.

A joint press release from the prosecutor and the Elizabeth chief of police stated that witnesses stated that the assault occurred after Jean and the woman were involved in an accident, and Jean attempted to flee the scene, among other things.

To identify Jean Vincent’s car to the police, the woman began photographing it, the prosecutor claims, following which Jean allegedly drove his vehicle directly at her, causing her to be struck by the car.

A reporter claims that Jean fled the scene and was found sitting in a parked, damaged SUV on Tuesday morning.

The site of the incident

The clip from security footage from a house on the block shows a guy who appears to be Jean Vincent driving out of sight and then reversing back into frame 30 seconds later.

In the following few minutes, Jean is accused of switching the vehicle and swerving to strike the victim, chasing her across the lawn. After reportedly missing her, Jean is said to have pulled out into the street, made a three-point turn, and then pursued the victim onto the grass.

Despite his best efforts, the victim appears to trip and is run over by the SUV while attempting to flee. The suspect looked like he reversed on top of her after the crash and then drove over her body before finally leaving the area.

Responding police officers discovered the female victim just after 8:30 a.m. on Tuesday “laying on the front yard of a property… suffering from several severe injuries,” according to prosecutors.

According to Elizabeth City Hall Public Information Officer Ruby Contreras, she was brought to a local hospital in critical condition, but she is now in stable condition.
